Climb back up to the 3rd Floor, but this time, head all the way to the right and open the door with the Card Key. Now you can finally make your way to save the day!

Take on the lone Grunt standing in your way and then climb up to the other part of the 4th Floor, where it's just you and Rans ready to duke it out!
He's not overly tough or anything, but still Weezing can be a bit tough for your Physical-based attackers to take down, so try hit it with your Special-based attacks if possible. Take the Ultra Ball next to him, and then head up to the next floor, where you have to face against Athena again.

Her Pokemon are a bit more balanced than Rans' were, but they still shouldn't be tougher than any of your recent Gym Leader battles. Arbok starts off with Intimidate, though, so try keep your Physical-based attackers away from that snake on the first turn.
After beating Athena, move forward to reach the elevator, which will take you to the very top of the Radio Tower where you'll fight against the new de facto boss of Team Rocket, Apollo!

Finally, someone stronger than the Gym Leader from a few gyms ago! Apollo is quite a bit stronger than his cohorts and his Houndoom is an actual threat. The other two of his Pokemon should be easy, but Houndoom — both due to its power and higher level — is a decent threat. It's fast and hits hard, but it's relatively frail. Fighting-, Water-, or Ground-type attacks will take that dog out pretty quickly!
After beating Apollo, he'll say a bunch of stuff and then leave. The Station Manager will then come up and say hi to you and stuff, then give you the Rainbow Wing (HeartGold) or the Silver Wing (SoulSilver), then tell you to take it to Ecruteak City (or the Whirl Islands if you're playing SoulSilver), and then every time he's about to leave, he comes back to tell you something else. What a crazy guy, heh.
Anyway, that's that, so leave the Radio Tower, and get ready to make your way to your 8th Gym Badge! Fly back to Mahogany Town when you're done preparing and you'll now be able to head east onto Route 44.
