When you enter the Radio Tower, you'll notice that the evil Team Rocket music is playing. A Rocket Grunt will also be guarding the staircase, saying that only cool people dressed in the cool Rocket uniform will be allowed in. He's not going to let you in until you have a uniform, so you'd better go get one!
Head to the northern part of the Underground Path inside of Goldenrod City and you'll find a Rocket Grunt down there that will give you a Rocket uniform, letting you look like you're part of Team Rocket. Awesome!
So go back to the Radio Tower and try to pass your disguise off. It seems to work, but then, just when you need him the least, your red haired rival shows up and blows your cover. What a jerk! Now that your cover's blown, you've gotta fight the Rocket Grunt (which I'm sure you would have liked to do in the first place).
The Grunt will then run off to tell everyone else after you beat him, and Rival will just run off as well whining some more about what Lance told him. Gah, people, what are you going to do with them. Just get this thing done and climb the stairs.

There are Rocket Grunts just crawling all over the place for you to battle! Some of them are avoidable, while others aren't. You might as well just take them all down though for the extra EXP. Never hurts, right?
Make your way past the second floor and up to the third floor, which was previously inaccessible until now in the game. Up here, there are still more Grunts and even a Scientist. The door on the eastern side requires a key in order to open it, and the lady in front of the door says it can be found on the 5th Floor. Great. Head up the other flight of stairs then.
On the 4th Floor, there are even more Grunts and stuff, one of which is watching Proton from the other side of the glass. Do you think she has a crush at all? Ha, she's totally optional to fight though, but you can always use the EXP.
Head up to the 5th Floor and talk to what appears to be the owner of the Radio Tower not knowing what to do and freaking out. However, it's just Petrel again, tricking you and then taking you on in a fight for the Key!

Wow, that's a lot of Koffings! Not to mention a Weezing thrown in there for good measure. They're all at a decent level, too, in comparison to the other goons in here. Still shouldn't be too much of a threat, but I think they may be able to Selfdestruct, so watch out!
After beating him, he'll give you the Basement Key, which opens that door that's been locked in the Underground Path. Leave the Radio Tower, heal up your Pokemon if you want, and then go to the southern entrance to the Underground Path.
