Victory Road is a pretty big place, but thankfully there aren't any Trainers you'll run into here — save for one near the end, but I'll warn you about that when you get to it.
Start off by pushing the boulder right near the entrance to the north rather than west, otherwise you won't be able to get through, haha.
Just keep following the path until you get past the bridge, where there will be two flights of stairs to go down. Take the one to the left and then head north. There are some items if you push the boulders on your way north, but you want to just keep going and heading up to the second floor.
On the second floor, head south and go up the steps so you're up on the cliff. Follow the path all the way over to the ladder leading up to the third floor.
Fall down the hole on the third floor to fall down to the part in the second floor you couldn't get to just a few seconds ago, then head north. Push the boulder one space to the left then walk around it to get the item, finally push it right and climb up to the ladder.
Now that you're back on the third floor, ignore that hole nearby and head southwest, until you reach a part where there are two holes. Fall down the northern hole and you'll land by one of the best TMs in the game, TM26 (Earthquake). Go ahead and teach that to one of your Pokemon if you want; it's really good.
Jump down the ledge and climb up the ladder, then head north and east. If you use Rock Smash on the three rocks on your way, you can pick up TM79 (Dark Pulse), a pretty sweet Dark-type attack that may also come in handy against the Elite Four.
Right after you see these rocks, though, make sure your Pokemon are healed enough to fight, because you're about to fight the Trainer I was warning you about — Rival!

He's gotten a bit tougher since the last time you fought him in the Underground Basement, even adding the sixth and final Pokemon to his team — a Kadabra. However, he should still be pretty easy to beat, perhaps with the exception of his level 40, fully evolved starter Pokemon.
If you brought Ho-oh or Lugia along for the ride, they'll wipe the floor with this guy. But even if you didn't, you'll still probably do fine against him.
The main thing to watch for is when fighting his starter, because it has the ability that increases the damage it does with its same type attacks when its HP falls below 1/3. It can catch you off-guard if you aren't cautious.
Beat him, and then he'll run off again, leaving you just a few steps away from the exit.
