Victory Road is a pretty big place, but thankfully there aren't any Trainers you'll run into here — save for one near the end, but I'll warn you about that when you get to it.
Start off by pushing the boulder right near the entrance to the north rather than west, otherwise you won't be able to get through, haha.
The early part of the cave is pretty straight forward. Head down the ledge and then make your way east, picking up the Potion if you'd like. Yeah, Potion, really helpful, I know.
Climb the steps and cross the bridge, where there will be two flights of stairs to go down. Take the one to the left, pick up the Full Heal under the bridge, and then head north.
On your way north, you'll see two boulders. Push the bottom boulder two or three spaces to the right, then follow the path down there to snag yourself a useful Max Revive. That'll come in handy for the Elite Four! Make your way out of there by backtracking and then head up the steps leading you to a ladder that takes you up to the 2nd Floor.
On the 2nd Floor, ignore that boulder and item for now — if you push the boulder, you won't be able to get to it, since it's basically just a one-way exit. Head south instead and go up the steps so you're up on the cliff. Follow the path all the way over to the ladder leading up to the third floor. (It's pretty straightforward, so it's hard for you to get too far off track.)
Fall down the hole on the 3rd Floor to fall down to the part in the second floor you couldn't get to just a few seconds ago, then head north. Push the boulder ONE space to the left, then walk around it to get a Full Restore, finally push it right and climb up to the ladder.
Now that you're back on the third floor, ignore that hole nearby and head southwest, swinging by to the north as soon as you walk up the steps to pick up a free Ultra Ball. Then keep going south west until you reach a part where there are two holes. Fall down the northern hole and you'll land by a HP Up.
Jump down the ledge, climb up the ladder, then cruise around the floor until you see a path leading north and one leading east. You've got a choice to make here.

After you've gotten this far into Victory Road, you will be faced with a decision to make. If you take a north at this point, you'll find a hole that will drop you back down to the start of the 2nd Floor, over by that item you couldn't reach hidden behind that one-way exit boulder.
That item is TM26 (Earthquake) and it is one of the strongest moves in the game. Teaching that to one of your Pokemon would help it out significantly, particularly if it is a Ground-type that doesn't learn it (Sandslash comes to mind) or if the Pokemon has a lot of Attack.
After getting it, you can either head up that nearby ladder to get back to where you were, or you can push that one-way exit boulder to get back to the start of the 2nd Floor, in case you want to leave. But why would you want to leave when you're so close to the end?
Whether you decide to get TM26 now or later, you'll eventually need to head east. There are three rocks that you can smash with Rock Smash. Behind them is TM79 (Dark Pulse), a very useful Special-based move that might come in handy if you teach it to one of your Pokemon.
Right after you see those rocks, though, make sure your Pokemon are healed enough to fight, because you're about to fight the Trainer you were warned about — Rival!

He's gotten a bit tougher since the last time you fought him in the Underground Basement, even adding the sixth and final Pokemon to his team — a Kadabra. However, he should still be pretty easy to beat, perhaps with the exception of his level 40, fully evolved starter Pokemon.
If you brought Ho-oh or Lugia along for the ride, they'll wipe the floor with this guy. But even if you didn't, you'll still probably do fine against him.
The main thing to watch for is when fighting his starter, because it has the ability that increases the damage it does with its same type attacks when its HP falls below 1/3. It can catch you off-guard if you aren't cautious.
Beat him, and then he'll run off again, leaving you just a few steps away from the exit.
