Unless you want to waste $1000, do NOT go through the building on the right! Though it is kind of funny, how Team Rocket acts, it isn't worth $1000 for their toll. You don't even get a choice as soon as you enter, hence the warning. Instead, trudge through the grass and to the north instead. You can still go back to get that Max Ether if you want.
You can surf across the water and cut down a shrub to get to a Blk Apricorn hiding on the water. There's also a few Trainers for you to fight along the way to the Lake of Rage.
Near the end of the route, you can head sort of southwest and fight a Fisherman (he no longer has a level 10 Gyarados, boohoo), then keep going to reach sort of a secret part of the Lake of Rage, which I'll cover later on in that section. Right now, keep going north and you'll reach the main entrance to the Lake of Rage!
